Vois Studio runs text to speech on your own computer, so there is no per-character meter. It has 100 plus voices and a mixing timeline, which makes it a real studio rather than a toy. The AppSumo deal starts at $59.
The catch is in the legal terms. Only plans that include a commercial license can be used for YouTube videos and courses. The two cheaper tiers are personal use only, so anything monetized, sold or made for a client needs the $239 tier. Offline also does not mean fully offline: the app checks in with its license server every day.
If the commercial license were included at $59 or $119, I probably would have bought it. At $239 I have no use for it. I already pay ElevenLabs about $20 a month, get plenty of usage out of it, and the responses are fast.
There are free options worth trying first. Kokoro and Chatterbox are free and commercial friendly if you are comfortable with developer tools, and Resemble AI starts at $0 a month and lets you top up as needed.
My verdict: 3 stars, maybe. It is great for personal projects, like having an audiobook read to you. It is not for me, and not for anyone who plans to publish what it makes without buying the top tier.
